Dr. Lúcia Ginger holds a PhD in Information Technologies and Systems (2019) from the University of KwaZulu-Natal, South Africa. She earned a Master's degree in Information Systems (2005) from the University of Oslo (UIO), Norway, and a Bachelor's degree in Computer Science (2003) from Eduardo Mondlane University. She works as a lecturer and researcher at the Faculty of Science and Information Technology at the University of St. Thomas of Mozambique. Her research areas include the use of Information and Communication Technologies (ICT) in education to support the teaching and learning process, with a focus on the implementation of ICT for social and economic development. Currently, she is concentrating on emerging technologies, which are essential in the Digital Transformation process. She has published articles in international scientific journals within her research area.

Faizal Carsane was born in Maputo on January 4, 1979. He completed his primary education at Escola Primária do Bairro Triunfo from 1985 to 1988, and later at Escola Primária 7 de Setembro from 1988 to 1989. He continued his studies at Escola Secundária da Malhangalene (1990-1991) and Escola Secundária Josina Machel (1992-1996). After completing his general education, he entered Eduardo Mondlane University in July 1997, where he began a Bachelor's degree in Economics at the Faculty of Economics. In March 1998, he interrupted his studies at Eduardo Mondlane University to move to Brazil, where he pursued a Bachelor's degree in Economics at the Federal University of Santa Catarina. In Brazil, he completed his Bachelor's degree in Economics at the Federal University of Santa Catarina in December 2002, and later attended a Master’s program in Applied Economics at the Federal University of Rio Grande do Sul from 2004 to 2005. Subsequently, he pursued a Doctorate in Applied Economics at the Federal University of Rio Grande do Sul from 2012 to 2017. Currently, he is a Lecturer and Researcher at the University of St. Thomas of Mozambique, where he has also held various administrative positions, including: Director of the Faculty of Economic and Business Sciences Head of the Planning and Projects Sector Director of Administration Coordinator of the Master’s Program in Business Management Coordinator of the Master’s Program in Corporate Finance Coordinator of the Master’s Program in Accounting and Auditing Coordinator of the Doctoral Program in Management Coordinator of the Doctoral Program in Economics Areas of Expertise: Teaching; University Management; Economic and Financial Research; Economic and Financial Consulting.

Message to the Academic Community

Dear Students, Teachers, and Staff,

We are at a crucial moment where higher education faces significant challenges and unprecedented opportunities. The evolution of Information and Communication Technologies (ICTs) is redefining how we learn and manage our organizational processes. In response to these changes, the University’s Superior Council established, in December 2023, the Vice-Rectorate for Digital Transformation (VRTD), with the mission to design, implement, and manage the Digital Transformation (DT) process in alignment with our university's strategic objectives.

We recognize that the journey toward Digital Transformation is not without its challenges. Implementing new technologies requires substantial investments in hardware, software, and training. Alongside this reality, innovation can be a challenge for staff and stakeholders accustomed to traditional methods. We are also aware that by adopting digital practices, the university becomes more vulnerable to cyber threats, necessitating rigorous protection measures and constant security updates. However, we firmly believe that with collective effort and the determination of the entire academic community, these challenges can be overcome and transformed into opportunities.

Our commitment is to foster the necessary mindset shift among students and staff for the adoption of ICTs, integrating them into daily activities and creating a culture of innovation and adaptability. We are confident that, with joint effort, USTM will not only adapt to the new times but also position itself as a reference in digital practices in higher education.

Mission of the Vice-Rectorate for Institutional Development

The Vice-Rectorate for Institutional Development (VRDI) is an Organic Unit of the University of St. Thomas of Mozambique (USTM) with the primary mission of providing development to all sectors of the university. This includes creating a conducive environment for academic activities and establishing the human and material conditions necessary for the efficient operation of a higher education institution (teaching, research, and outreach activities). In the current stage of human society, the functioning of any organization is always based on the creation of human values rooted in respect for: (i) Ethical Principles, (ii) Socio-Economic Responsibility, and (iii) Respect for Nature. It is based on these principles that VRDI aims to guide the process of Administrative and Academic Management at USTM, with the goal of achieving a high-quality Academic Trifecta (Teaching, Research, and Outreach) that respects and upholds ethical, social, economic, and environmental sustainability values.
